PUBLIC (STATE) FINANCIAL CONTROL AS A TOOL FOR ASSESSING THE PERFORMANCE OF STATE-OWNED ENTERPRISES IN TURBULENT CONDITIONS

Abstract

The article reveals public (State) financial control in the context of an instrument for assessing the activities of State-owned enterprises in conditions of turbulence. The study further develops the scientific understanding of increasing the efficiency of control procedures of public (state) financial control based on compliance with legal financial norms of activity by representatives of state-owned enterprises and the qualitative level of performance of functional duties by representatives of various state control bodies, considers the legal platform for the functioning of public (state) financial control, and outlines the peculiarities of control procedures under martial law. The author’s point of view on the essential content of public (State) financial control in the context of the conceptual category “public legal relations arising between public authorities and their subdivisions during the period of control actions by civil servants, based on the principles of legality, transparency, openness and accessibility, on the issues of compliance by the subject of audit with legal norms in the system of public financial resources management, and on the implementation of financial discipline, with a view to preventing and detecting financial offenses” is presented.The author’s position on the understanding of public (state) financial control is substantiated by the inclusion of such segments as participants in public legal relations, areas of activity of civil servants in the system of control actions, basic principles of control procedures and the ultimate goal of financial audit. Attention is drawn to the need to introduce directions for improving the system of control audits conducted by representatives of various controlling bodies from the standpoint of public (state) financial control and from the standpoint of state-owned enterprises.
