MODERN CONCEPT OF SYNERGIC POTENTIAL OF TERRITORIAL COMMUNITIES: APPROACHES TO DEFINING THE CONCEPT BY SCIENTISTS AND PRACTITIONERS

Abstract

The article provides a comprehensive analysis of scientific approaches to understanding the synergistic potential of territorial communities in the context of decentralization processes. The authors emphasize the need to move from a purely resource-based vision to a qualitative assessment of stakeholder interaction, capable of generating effects that exceed the sum of individual components. The interdisciplinary nature of the concept is substantiated, which encompasses social capital, institutional resources, innovative potential, and economic activity. A conceptual model of synergistic potential as an indicator of community cohesion and efficiency is presented. The article highlights the problems of the lack of unified approaches to the assessment and implementation of synergistic mechanisms in local self-government. Through the analysis of theoretical sources and the example of communities, it is demonstrated how the combination of social, economic, and managerial factors ensures comprehensive development. Particular attention is paid to barriers to the implementation of the concept: legal unregulated, methodological fragmentation, and institutional limitations. As a result, the authors formulate recommendations for creating an effective toolkit for assessing and implementing a synergistic approach in the practice of strategic community planning.Current scientific approaches to interpreting the concept of synergistic potential of territorial communities are systematized. The interdisciplinary foundations of the concept are analyzed, the functional characteristics of stakeholder interaction within spatial development are determined. Correlations between synergistic effects and the effectiveness of management decisions in a decentralized environment are revealed. The scientific feasibility of formalizing the specified category as an integrative indicator of socio-economic cohesion is substantiated.A conceptual model of interpreting synergistic potential from the standpoint of sociodynamics and managerial synergetics is proposed.
