INSTITUTIONAL MODERNIZATION OF LOCAL SELF-GOVERNMENT BODIES AS A PREREQUISITE FOR THE DEVELOPMENT OF THE SYNERGIC POTENTIAL OF TERRITORIAL COMMUNITIES

The article provides a comprehensive theoretical and applied analysis of the institutional modernization of local self-government bodies as a key prerequisite for the formation and development of the synergic potential of territorial communities in the context of decentralization reform, military challenges, and digital transformation of public administration. It is substantiated that the synergic potential of a community does not arise automatically as a result of the transfer of powers and financial resources to the local level, but is formed exclusively through purposeful transformation of institutional governance mechanisms, management procedures, and formats of coordination of collective action. The purpose of the article is to substantiate the author’s concept of institutional modernization of local selfgovernment bodies as a systemic mechanism for transforming the resource potential of territorial communities into sustainable synergic effects of socio-economic development. The methodological framework of the study combines systemic, synergetic, and institutional approaches, as well as methods of logical-structural analysis, conceptual modeling, comparative analysis, and generalization of practical experience. The study proves that modernized local self-government bodies operating on the principles of openness, digital integration, strategic planning, and partnership interaction are capable of ensuring resonant interaction of social capital, financial resources, and managerial decisions. The practical significance of the results is confirmed by the analysis of Ukrainian cases (Lviv, Vinnytsia, Pechenizhyn territorial community), which demonstrate a reduction in transaction costs, increased institutional capacity, and enhanced community resilience in crisis conditions. The scientific novelty of the research lies in the development of an authorial approach to understanding institutional modernization of local self-government as a key factor in generating the synergic potential of territorial communities.
