CURRENT ISSUES OF PUBLIC MANAGEMENT OF SMALL AND MEDIUM-SIZED BUSINESSES IN THE FIELD OF NATIONAL SECURITY

Abstract

The article is another attempt to explore topical issues of public management of small and medium-sized businesses in the field of national security, establish their interconnection, and determine their role in the extraordinary conditions of the country’s economic sector development. The author’s position is presented on the expediency of modernizing the principles of public administration of small and medium-sized businesses, taking into account their interconnection with national security. The expediency of adapting the principles of priority of human rights and freedoms, legality, and timeliness of performing functional duties of openness and transparency in business activities by representatives of small and medium-sized businesses, taking into account the qualitative parameters of public control in accordance with the legislative platform of Ukraine. The content of the main segments of the influence of public administration of small and medium-sized businesses on the economic security of the country is revealed. The expediency of adapting the conceptual category “system of public administration of small and medium-sized businesses in the field of national security” is argued, which is proposed to be understood as a set of methods and techniques capable of ensuring the effectiveness and efficiency of public administration of small and medium-sized businesses in the extraordinary conditions of the country’s economic sector development, based on legal norms and standards that contain state management measures to mitigate existing risks and threats in order to preserve national interests and ensure and strengthen the established level of national security
The feasibility of adapting the proposed essential content of the “system of public administration of small and medium-sized businesses in the field of national security” as a conceptual category is justified.
