MECHANISMS OF PUBLIC ADMINISTRATION: SCIENTIFIC POSITIONS AND MODERNIZATION OF THE CONTENT IN THE CURR ENT CONTEXT

Abstract

The article is another attempt to explore the peculiarities of the public administration mechanism and to establish its relationship with public administration. The study further develops the scientific understanding of the role aspect of public administration and the mechanism of public administration, and provides the author's position on the interpretation of their content with due regard for the extraordinary conditions of the country's development. The authors substantiates the expediency of understanding the conceptual category of “public administration” as a set of methods and techniques for conducting management cycles within the internal activities of public institutions which are able to ensure the process of achieving national interests and goals by organizing the activities of public entities, representatives of the general public and individual public organizations, with a view to achieving results in meeting the needs of all citizens of society in emergency conditions. Attention is drawn to the need to modernize the content of public administration mechanisms in today's conditions. The author's position of understanding the “public administration mechanism” as a complex system based on the legal norms of public administration, capable of ensuring the implementation of the principles and functions of public administration, taking into account management cycles, which have their own structure, methods, levers, tools of influence on the object of public administration with appropriate information support for all public administration entities, with the aim of achieving the target purpose on the basis of preservation and observance of national interests is proposed. The authors substantiates the expediency of adapting the proposed essential content of the MPA as a conceptual category.
