INTEGRITY AS A TOOL FOR ENSURING THE EFFICIENCY OF PUBLIC GOVERNMENT

Abstract

The relevance of the work is due to the fact that the issue of understanding the essence, structure, meaning and the concept of integrity in general has become relevant in the context of combating corruption as a rather misunderstood tool designed to reduce corruption in the field of public relations and improve the situation in the public administration sector as a whole. Ukraine is in the process of introducing integrity into public administration, as it demonstrates the country's readiness for integration and globalisation processes. The process of integration into international security organisations and communities is particularly relevant. It is in the security sector that integrity is an indicator that demonstrates the country's public policy in countering any security threats and readiness to actively counter them. The purpose of the study is to determine the essence, structure and possibilities of regulating integrity as a comprehensive tool for ensuring efficiency in public administration. The article analyses Ukrainians' perceptions of the culture of integrity based on a survey conducted in September 2024. A model for understanding organisational integrity is proposed in accordance with the requirements set out in the Parliamentary Handbook (DCAF: 2015). The article determines that in the current practice of Ukrainian public administration, the requirements for integrity of a person holding a position in the field of public activity are most widely regulated. In the sphere Центральноукраїнський вісник права та публічного управління Випуск /I ssue 1 (9), 2025 of education and science, law enforcement, judiciary and civil service, integrity is regulated in relation to the performance of official duties and is enshrined in codes of honour or codes of ethics. However, this approach has a number of shortcomings, in particular, because it does not cover the regulation of requirements for the integrity of the organisation's activities and does not highlight the need to form a public culture of integrity. It is proposed to use the process approach and risk-oriented approach more widely in achieving organisational integrity in public administration.
