THEORETICAL AND METHODOLOGICAL FOUNDATIONS OF THE RESEARCH OF MEDIATION IN PUBLIC ADMINISTRATION

Today, mediation as a tool for conflict resolution is becoming increasingly important in the public administration system, contributing to more effective communication and reducing social tension. Mediation opens up new opportunities for harmonizing relations in public administration, promoting dialogue and trust between society (citizens) and state institutions. The current study is based on scientific works on mediation in public administration, using an integrated approach with methods of analysis, synthesis, generalization, systematization and scientific abstraction to determine the role, opportunities and risks of mediation and to create its theoretical and methodological basis. The article identifies the characteristic features of mediation in the field of public administration and its potential in resolving socially significant conflicts concerning public administration. The author identifies and describes the main possibilities of mediation, such as: reducing tension in conflict situations, effective dispute resolution without involving the court, developing a culture of dialogue and compromise, reducing the burden on the judicial system, maintaining confidentiality and protecting the interests of the parties. The study also compares the risks of its application which may limit the effectiveness of public administration. The author substantiates and develops a system of theoretical and methodological approaches to the study of mediation (objectives and types of mediation in public administration, the scope of mediation's impact on public administration, and the methodological basis for mediation in public administration). The scheme provided by the author demonstrates a holistic approach to the study of mediation in public administration, showing the connection between theoretical and methodological aspects and the specifics of its application. Further research may be aimed at comparing the Ukrainian experience of using mediation in public administration with the foreign experience, as well as at identifying the best ways to integrate these practices into the Ukrainian context to improve the efficiency of public administration.
