RESILIENT HEALTH CARE MODELS: INTERNATIONAL MANAGERIAL EXPERIENCE FOR UKRAINE’S POST-WAR RECOVERY

The article presents a comparative analysis of effective healthcare models in leading countries – Taiwan, South Korea, the Netherlands, Japan, and Austria. The study aims to identify relevant governance solutions that can be adapted to the Ukrainian context, taking into account the challenges of post-war recovery, resource constraints, demographic shifts, and the imperative of ensuring social stability. It is substantiated that, under prolonged military conflict, healthcare is evolving from a traditional humanitarian domain into a critical component of national security, social cohesion, and the long-term resilience of the state.The study focuses on universal health insurance as a tool for ensuring access to healthcare services, solidarity- based financing models, digital transformation of the sector, intergovernmental coordination, integration of medical, social, and rehabilitation services, and institutional mechanisms for supporting vulnerable populations. The paper highlights the experience of countries that effectively combine centralized regulation with local initiative, ensuring a balance between public and private sector participation in healthcare provision.The conclusions offer strategic directions for reforming Ukraine’s healthcare system, including decentralization of governance, enhanced transparency and accountability, development of digital health ecosystems, and strengthening of cross-sectoral cooperation. The article examines examples of countries that have successfully integrated centralized governance with local initiatives and established a balanced interaction between the public and private sectors in the healthcare system.Future research is suggested to focus on assessing the impact of digital platforms on population health monitoring, evaluating the effectiveness of public-private partnerships in healthcare, and analyzing the cultural, social, and regulatory factors influencing the perception and success of healthcare reforms.
